Manila police chief Arnold Ibay is named new Negros Island top cop

MANILA, Philippines — Manila Police District (MPD) Director Brig. Gen. Arnold Ibay will be the new officer-in-charge of the Police Regional Office Negros Island Region (PRO NIR).

The appointment came through an order from the Philippine National Police (PNP) headquarters issued on Tuesday and made public on Wednesday.

“Police Brigadier General Arnold Thomas Cabugao Ibay O-10571 is designated as Officer-in-Charge, Police Regional Office Negros Island Region, Philippine National Police, effective April 10, 2025,” the order read.

The PNP officially activated the PRO NIR last March 27.

It reorganized administrative supervision and control of the provincial police offices of Negros Oriental, Negros Occidental and Siquijor as well as the Bacolod City Police Office.

Replacing Ibay as MPD director is Brig. Gen. Benigno Leonud Guzman, the senior executive assistant of the Office of the Chief PNP, according to the same PNP directive.

Meanwhile, another announcement from the national headquarters designated Col. Aladdin Collado of the Directorate for Plans to fill in the senior executive assistant role.
