TUGUEGARAO CITY — Mayor Jesus Emmanuel “Manny” Vargas of Abulug, Cagayan passed away on Thursday (March 13) due to a reported cardiac arrest. He was 58.

Vargas’ passing was confirmed by relatives and friends through official town hall pages, with many remembering him as a dedicated and civic-minded leader.
