MANILA, Philippines — Agriculture Undersecretary Deogracias Victor “DV” Savellano died on Tuesday due to an unknown cause at the age of 65.
The National Tobacco Administration (NTA), National Dairy Authority (NDA), and Philippine Carabao Center (PCC), all under the Department of Agriculture (DA), announced his demise in separate Facebook posts.
Born in Cabugao town in Ilocos Sur, on Nov. 25, 1959, Savellano was married to actress Dina Bonnevie.
When appointed to the DA in 2023, he managed the livestock portfolio until his passing. Before that, Savellano was Cabugao vice mayor until he was elected governor and later vice governor of Ilocos Sur.
As the province’s 1st district representative, he served as House deputy speaker.
In a statement, the DA said that Savellano would be remembered for his “steadfast dedication and tireless advocacy for the welfare of our farmers and fisherfolk.”
It also ordered the Philippine flag at its main building to be flown at half-staff to honor his legacy.
“During his two terms as governor of Ilocos Sur, he initiated the Kabsat Caravan—a prosperity program—giving free farm machinery and inputs to all farmers in the province, including the tobacco farmers,” the NTA said.
The National Museum of the Philippines also paid tribute to Savellano in a Facebook post, saying that as vice governor, he was instrumental in expanding its regional museum complex in the Unesco World Heritage City of Vigan, Ilocos Sur.
The PCC said his unwavering commitment to uplifting marginalized communities and bringing hope to those in need would forever be remembered. The NDA, on the other hand, praised him for his legacy that was “marked by impactful contributions to governance, development, and legislative progress, all aimed at enhancing the lives of his constituents and advancing the growth of Ilocos Sur.” —Jordeene B.
