MANILA, Philippines — Metro Manila and 15 other areas nationwide will experience rain on Monday, Dec. 16, as the northeast monsoon, shear line, and intertropical convergence zone (ITCZ) continue to affect the country.
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (Pagasa) said in an early morning bulletin that the northeast monsoon, locally termed amihan, will cause partly cloudy to cloudy skies with isolated light rain showers in a big portion of Luzon, including Metro Manila, Cagayan Valley, the Cordillera Administrative Region, and Aurora.
State weather specialist Aldczar Aurelio said in a weathercast that the shear line will influence atmospheric conditions in Quezon, Marinduque, Oriental Mindoro, and Bicol Region, bringing overcast skies with scattered rains and thunderstorms on Monday.

The ITCZ, he added, will trigger similar weather in Eastern Visayas, Central Visayas, Northern Mindanao, Davao Region, Caraga, and Soccsksargen.
Aurelio noted that the rest of Mindanao will see partly overcast to overcast skies with isolated rain showers or thunderstorms also due to the ITCZ.

On the country’s seaside situation, Pagasa said the western, eastern, and northern coasts of Northern Luzon are forecast to have rough conditions, with wave heights expected to reach up to five meters.
Specifically, Batanes, Cagayan including Babuyan Islands, Isabela, Ilocos Norte, Ilocos Sur, La Union, and Pangasinan, according to Aurelio.
Pagasa raised a gale warning over these seaboards for Monday, he noted.
