New law makes schools ‘sanctuaries’ of well-being
MANILA, Philippines — President Marcos signed on Monday a law that aims to integrate the promotion of mental health in basic education and the adoption of government programs that will look after the emotional well-being of students and teachers in public and private schools.
In his speech at the signing ceremony in Malacañang, the President cited the relevance of citizens’ mental wellness to the national economy, as he expressed concern over the rising rate of youth who are struggling with their mental health.
“Seventeen percent of our young people have contemplated taking their [lives], yet less than one percent sought professional help. This law aims to bridge that gap by embedding mental health services directly into our schools—our nation’s first line of defense against mental health issues,” he said.
Republic Act No. 12080, or the Basic Education Mental Health and Well-Being Promotion Act, he added, aims to “ensure that students and teachers are emotionally and mentally equipped to excel amid facing modern challenges.”
Culture of compassion
“When our learners and school personnel are mentally healthy, academic performance improves, absenteeism decreases and a culture of compassion and understanding flourishes,” he said.

Article continues after this advertisementUnder the law, “care centers” will be established in every public basic education school. These will be headed by a school counselor who is assisted by school counselor associates who will provide counseling and stress management workshops and implement programs that will help reduce stigma on mental health.
The President cited the timely passage of RA 12080, saying mental health challenges could cost $16 trillion in losses by 2030 globally.
He noted that the effects of this problem were starting to show in the country.
