New hydro facility to rise in Northern Samar
TACLOBAN CITY — Northern Samar’s initiatives for renewable energy received a major boost with the groundbreaking on Nov. 9 of a 3.18-megawatt hydroelectric power plant in Barangay Happy Valley, San Isidro town.
The facility, a joint venture between Energy and Building Applications Technologies Corporation (EBATECH) and the Northern Samar Electric Cooperative (Norsamelco) to be known as EBATECH Norsamelco Energy Corp., signifies the province’s aspiration to lead the Philippines in green energy.
This milestone highlights the provincial government’s commitment to sustainable development and fostering a climate-friendly investment landscape, Jan Allen Berbon, head of the Provincial Economic Development and Investment Promotions Office, said on Tuesday, Nov. 12.
During the groundbreaking event, Gov. Edwin Ongchuan expressed optimism about ongoing renewable energy projects and praised investors like EBATECH for their responsible use of the province’s natural resources.
The provincial government has a 20 percent ownership interest in the venture.
EBATECH, a leading Philippine company specializing in energy and building solutions, headed by Engr. Ernesto Abunda Jr. provides more than 17 years of industry experience.

Article continues after this advertisementEBATECH’s focus on sustainability and energy efficiency is evident in its projects, including the San Isidro hydroelectric plant, which showcases its dedication to expanding renewable energy use, while fostering local economic and environmental benefits.
The San Isidro hydroelectric project is expected to be operational by 2028 with the Mawo River as its main source of electricity.
EBATECH has also pledged to support the Barangay Happy Valley community through several initiatives, such as a daycare center, improving the barangay hall and roads, installing street lights, and providing employment opportunities for residents and additional income for the village through property taxes and permits.
This hydroelectric facility will integrate into Norsamelco’s distribution system, bypassing transmission costs and potentially reducing power rates for member consumers by P0.4482 per kilowatt-hour.
Half of Norsamelco’s revenue from the project will go toward reducing distribution charges, while the other half will enhance the cooperative’s service delivery.
