MANILA, Philippines — The Commission on Elections (Comelec) Special Bids and Awards Committee (SBAC) announced on Friday that F2 Logistics is the lowest calculated bidder for the procurement of deployment of materials for the 2025 elections.
F2 Logistics’ combined bids for lots 1, 2, 3, and 4 are lower than the approved budget of the poll body for the project worth P1,700,798,353.70.
F2 Logistics’s bid across all lots is as follows:
- Lot 1 (covering Cordillera Administrative Region, Regions I, II, and III): P130,999,245.38
- Lot 2 (Regions IV-A, IV-B, V, and National Capital Region): P161,999,800.06
- Lot 3 (Regions VI, VII, and VIII): P170,999,502.44
- Lot 4 (Regions IX, X, XI, XII, Caraga, and Bangsamoro Autonomous Region in Muslim Mindanao): P221,999,760.48

The SBAC said the post-qualification event will commence with the lowest calculated bidder.
Four firms submitted bidding documents for the said project, namely:
- Joint venture of U-Freight Philippines and Airfreight 2100
- LBC Express
- Ximex Delivery Express
- F2 Logistics
“Mukhang maganda po ang kompetisyon… Lahat po ‘yan ay local, at nakita na rin po namin ang mga pangalan nila so alam namin na established na rin sila pagdating ng business expertise ng procurement,” Comelec spokesperson John Rey Laudiangco said in an ambush interview.
(The competition seems good… All of them are local and we have seen their names and we know that they are established in the business expertise of procurement.)
Laudiangco also said that Comelec is targeting to start the deployment of election-related materials such as automated counting machines, ballots, and other election-related materials by March 2025.
He added that the winner of the procurement bid will have a “point-to-point system” where the consignees of the election materials will directly receive them from the deployment service hubs.
Furthermore, Laudiangco noted that Comelec required the procurement bidders to establish their own hubs where the materials would be stored.

In the 2022 national and local elections, F2 Logistics was also declared as the bidder with the lowest computed bid for the deployment of election-related materials.
Comelec then defended its decision to enter a deal with the logistics provider, which is linked to Davao-based businessman Dennis Uy, a major campaign contributor of former President Rodrigo Duterte.
