MANILA, Philippines — While no tropical cyclones are inside the Philippine area of responsibility (PAR), rains will still occur in different parts of the country on Thursday, Sept. 19, due to the southwest monsoon.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said cloudy skies with scattered rain showers and thunderstorms are anticipated in Metro Manila, the Ilocos Region, Abra, Benguet, Nueva Ecija, Bulacan, Cavite, Batangas, Rizal, Oriental Mindoro, Romblon, Antique, Iloilo, and parts of Palawan.
Similar weather conditions are likewise expected to take place in Zambales and Bataan, while occasional rains may be experienced in Pangasinan, Tarlac, Pampanga, Occidental Mindoro, and northern Palawan due to the southwest monsoon, locally termed habagat.
The state weather agency further said that the rest of Luzon, Visayas, and the entire Mindanao region would see partly cloudy to cloudy skies with isolated rain showers or thunderstorms on Thursday.
“We are no longer monitoring any tropical cyclones inside the Philippine area of responsibility,” Pagasa weather specialist Benison Estareja said in Filipino.
“However, we should expect rains today due to the southwest monsoon.”
Tropical Depression Gener and Tropical Storm Helen (international name: Pulasan) left PAR on Wednesday, Sept. 18, according to Pagasa.
Estareja noted that Helen was “slightly” enhancing the southwest monsoon, providing a high probability of rain.

Pagasa was also expecting rough to very rough seas on Thursday, raising a gale warning over the western seaboards of Luzon and Palawan, including Kalayaan Islands.
Pagasa said 2.8 to 4.5 meters of waves are likely on these coasts.
“Sea travel is risky for small seacrafts (including all motor bancas of any type or tonnage). mariners of these vessels are advised to remain in port or seek safe harbor. For larger vessels, operating in these conditions required experience and properly equipped vessels. Vessel masters, boat captains, ship owners/operators, and coast guard units concerned are advised to take appropriate measures to ensure [the] safety of life at sea,” Pagasa said in its 5:00 a.m. gale warning advisory.
