The Philippine National Police has captured former Army soldier Palparan—Emil Palparan that is—who was wanted for murder.
Though definitely not the retired Major General Jovito Palparan, who is wanted in connection with the disappearance of two University of the Philippines coeds in 2006 and who has a P500,000 bounty on his head, the humbler Palparan was just as sought after.
The 52-year-old discharged soldier was the third most wanted in Binalbagan town, Negros Occidental, where he was arrested on Sunday by the PNP Criminal Investigation and Detection Group in Western Visayas.
Chief Inspector Fernando Salvatierra, CIDG Western Visayas chief, said Palparan faced arrest for the Feb. 27, 2010 killing of Teddy Daniel, a security guard, in Barangay (village) Progreso, Binalbagan.
Salvatierra said Palparan admitted killing Daniel to avenge the death of his brother at the hands of Daniel.
As for the bigger fish Palparan, the PNP has admitted it has no idea where he could be hiding.
Palparan was ordered arrested last year by a Malolos court after the Department of Justice charged him and three other military personnel with kidnapping and illegal detention in the case of missing UP student activists Sherlyn Cadapan and Karen Empeño. Dona Z. Pazzibugan
