MANILA, Phiippines—The Criminal Investigation and Detection Group (CIDG) arrested on Sunday 52-year-old discharged army man “Palparan” in Negros Occidental, but not the fugitive Jovito Palparan, a CIDG official said Monday.
CIDG chief, Police Director Samuel Pagdilao Jr. identified the arrested fugitive as Emil Palparan of Sitio Soledad, Barangay (village) San Vicente, Binalbagan, Negros Occidental.
Although not the former army general tagged by activists as ‘Berdugo’ (Butcher), Pagdilao said that the Palparan they arrested was listed as the third most wanted person in Binalbagan town for his alleged involvement in the killing of Teddy Daniel, a security guard last February 27, 2010.
Pagdilao said that the operation for Palparan’s arrest, led by Police Chief Inspector Fernando Salvatierra, was conducted around 4 a.m. Sunday by virtue of a warrant for murder issued by the Regional Trial Court in Himamaylan, Negros Occidental with no bail recommended.
Salvatierra said that Palparan admitted that he killed Daniel for murdering his brother.
Pagdilao said that aside from Palparan, CIDG operatives in Region 12 have arrested two more fugitives wanted for murder and illegal drug offense in separate operations in Koronadal and Kidapawan City, South Kotabato.
Region 12 CIDG chief, Police Senior Superintendent Noli Romana, said that the CIDG in South Cotabato also arrested Ronielo Gonzales, 42, for an illegal drug offense and Ian Cesar Tupaz, 20, of Koronadal City, for murder and robbery with violence on Sunday.
Pagdilao said that for the second week of May, CIDG has arrested 63 most wanted persons, of which six of them were accused of committing heinous crimes.
