Malabon flood waters almost reach second floor of houses – residents

MANILA, Philippines — Malabon residents said the flood waters in the city almost reached the second floor of their houses as of Wednesday morning.

Former Malabon Mayor Antolin Oreta III shared Facebook posts of residents crying for help, particularly boats for their evacuation.

Typhoon Carina is whipping up the southwest monsoon, which brings heavy rains to Metro Manila and other parts of Luzon, the state weather bureau said on Wednesday.
