MANILA, Philippines – The heavy rains from Typhoon Carina and the southwest monsoon flooded parts of Diokno Boulevard, where the Senate is located.

In a video shared with reporters, motorists were seen braving the floods at 6:30 a.m.

No tropical cyclone wind signal is raised over Metro Manila, but the state weather bureau warned that apart from Carina, the southwest monsoon, locally called habagat, is also expected to bring strong to gale-force gusts over the region.

Carina, the country’s third tropical cyclone in 2024, is expected to exit the Philippine area of responsibility on Wednesday or early Thursday morning.
