CHR holds parallel probe into maritime cadet’s case

MANILA, Philippines — The Commission on Human Rights (CHR) has started its own motu proprio investigation into the death of a cadet who died at a maritime academy in Calamba City, Laguna, allegedly after being punished over a thumbs-up emoji.

In a statement on Monday, CHR likewise called on the authorities to conduct a thorough probe into the case of Cadet Vince Andrew delos Reyes and “ensure justice for his family.”

“The Commission has taken cognizance of the incident and conducted its own investigation, or motu proprio, through its regional office in Region IV,” it said.

“The Commission unequivocally denounces any form of violence against students. This incident represents a blatant violation of students’ fundamental right to life and safety. Severe physical punishments have no place in any educational institution,” said CHR Chairperson Richard Palpal-latoc.

According to Palpal-latoc, the CHR strongly condemns what happened to Delos Reyes, adding that it has zero tolerance for such actions.

“Such practices not only jeopardize the physical well-being of the student but also violate their dignity and rights,” he said.

“The CHR remains committed to protecting the rights and welfare of all individuals, especially students, and calls for accountability and justice in this tragic case,” the statement reads.

Based on police reports, his senior, identified only as “Nathaniel,” reportedly punished Delos Reyes for allegedly sending a thumbs-up emoji to the cadet corps’ group chat.

Nathaniel purportedly ordered Delos Reyes to report to his cabin, where he instructed the latter to perform physical exercises as a consequence of sending the emoji.

During the exercises, the victim reportedly experienced difficulty breathing and collapsed. He was declared dead on arrival.

Earlier, Delos Reyes’ mother, Ana is also calling for justice for her son.

Ana shared that something more might have happened to her son since the punishment was done inside a room. She said it was impossible for Vince to collapse, knowing that son’s health had always been in good condition.
