Escudero: Senate to prioritize passage of 6 Ledac priority measures

MANILA, Philippines — Senate President Francis Escudero assured on Tuesday that the upper chamber will prioritize the passage of the six remaining pending priority bills of the Legislative Executive Development Advisory Council (Ledac).

In a statement, Escudero said these bills will be treated as priority measures once the session resumes in July.

“The Senate is committed to working diligently toward the passage of these essential measures. We aim to address critical areas that will enhance our economic framework, environmental sustainability, and governance,” he said.

The six priority Ledac proposals scheduled for plenary deliberation and final reading approval in the Senate are as follows:

  • Blue Economy Act
  • Enterprise-Based Education and Training Framework Act
  • Amendment to the Universal Health Care Act
  • Construction of the Department of Water Resources
  • Open Access in Data Transmission Act
  • Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy or CREATE MORE.

Apart from these, the Senate chief emphasized that the following Senate priority measures should also be approved in the Common Legislative Agenda of Ledac:

  • Amendment to the Right-of-Way Act (Republic Act 10752)
  • Investors’ Lease Act (R.A. 7652)
  • Comprehensive Agrarian Reform Law (R.A. 6657)

“The amendments to these laws will provide the necessary legal framework to expedite infrastructure projects and attract more foreign investments, thereby creating more jobs and boosting our economy,” said Escudero.

Meanwhile, he pointed out that further clarification is needed on the following Ledac measures:

  • Waste-to-Energy (Senate Bill No. 2267)
  • Mandatory Reserve Officers’ Training Corps (S.B. No. 2034)
  • Unified System of Separation, Retirement, and Pension of Military and Uniformed Personnel (S.B. No. 2501)
  •  E-Government Act/E-Governance Act
