Major Nazarino Emia, chief of CIDG in Negros Oriental, said they secured an arrest warrant against Teves from Cebu City RTC Branch 74  Judge Marlon Jay Moneva on Wednesday, June 19. However, they could not immediately locate the former governor.

Emia said they were surprised when Teves appeared at the CIDG headquarters in Negros Oriental on Thursday morning to surrender.

“So we served the arrest warrant. He, however, managed to immediately post bail in court that was why we released him,” Emia said.
