MANILA, Philippines — Criminal charges have been filed against Manibela Chairman Mar Valbuena and two other individuals over alleged violations during their protest rally last May 6, the Quezon City Police Department (QCPD) said on Saturday.
Police said that Valbuena, Reggie Manlapig, and Alvin Reyes are facing raps in violation of Batas Pambansa 880 (Public Assembly Act of 1985), violation of Article 155 of the Revised Penal Code (Alarm and Scandal), and violation of Article 151 of the Revised Penal Code (Resistance and Disobedience) at the Quezon City Prosecutor’s Office.

QCPD said that the rally caused “grave public inconvenience and disturbance,” prompting the Batasan Police Station to dispatch its personnel to ensure peace and order in the rally.
“Subsequently, said personnel asked for their permit, but unfortunately, they failed to present any documents or permits from the Quezon City Local Government which violated the law for public assembly,” the police said.
“The QCPD condemned the acts shown by the leaders and members of the militant groups. Their actions were certainly uncalled for especially that our policemen are there to maintain peace and order considering that their assembly is illegal under BP 880,” it added.
INQUIRER.net has sought Valbuena’s comment on the matter but has yet to respond as of posting time.

Last month, the QCPD also filed charges against Valbuena, Manlapig, and a few more individuals over “disruptive behavior” during their protest conducted last April 15 to 16.
