MANILA, Philippines — The Department of Education (DepEd) and the Technical Education And Skills Development Authority (Tesda) signed two joint memorandum circulars (JMC) on Friday for the integration of technical skills among senior high school students in the country.
The first JMC will establish an assessment process and a certification procedure for senior high school students under the technical and vocational livelihood (TVL) track.
“Through this initiative, the DepEd and Tesda have committed to ensuring that the assessment process and the certification for senior high school TVL track are quality-assured, providing a guarantee to all stakeholders that our graduates will be more competent and ready for the market demands and entrepreneurial opportunities,” Vice-President and Education Secretary Sara Duterte said in a message delivered by DepEd Undersecretary Michael Poa.
The second JMC will integrate technical and vocational education and training (TVET) in all senior high school tracks.
This will be also done in partnership with the Commission on Higher Education and the Department of Labor and Employment (DOLE).

“With DepEd leading the curriculum development for senior high school, we will ensure that the performance task of learners are designed to showcase those skills and knowledge related to agriculture, fishing arts, tourism, health, social, and other community development, information and communications technology, industrial arts, and even performing arts,” Duterte added.
In the K to 12 program, there are three tracks where the student can choose from: Academic; TVL; and Sports and Arts.
Duterte added that the integration of TVL will help senior high school students to easily find jobs, and will also help them in their lives.
“The embedment of TVET into the senior high school curriculum will be more advantageous to all of our senior high school graduates especially now that we are partnering with the DOLE to facilitate employment linkages and CHED for technical support,” she added.
