Senior Supt. Patrocinio Comendador Jr., director of the Cebu Provincial Police Office (CPPO), believes the assailant of Carl Vinson Apura is not from Carcar City.
The police official said the gunman may not be from barangay Valladolid or even in Carcar City since the suspect did not bother to hide his face.
He said his men immediately conducted a follow-up operation after the incident and picked up some personalities to help them solve the crime.
Carl Vinson, 25, is the son of Mayor Nicepuro Apura. He was shot in the head at 1 a.m. last Sunday while attending a benefit dance cum concert in sitio Tubod, barangay Valladolid.
Comendador said they are eyeing the possibility of fraternity rivalry, considering that the victim is an active Alpha Kappa Rho (Akrho) member.
The Provincial Intelligence Branch (PIB) and Provincial Investigation and Detection Management Branch (PIDMB) were sent by Comendador in Carcar City to help in solving the crime.
Comendador said benefit dances and live concerts should have permits from the local government unit. He added that these permits should also pass through the local police so that they could send police officers to secure these events.
“At least nalang nga mahatagan ug police security ang kalihukan” (At least the police can provide security to these kind of events), Comendador said.
He admitted that the organizer of the concert of barangay Valladolid failed to get necessary permit. Comendador said there is a local ordinance to regulate those kind of activities.
Mayor Apura himself was surprised why the disco was allowed in sitio Tubog when he had not issued a permit for the event.
Meanwhile, Vice Governor Agnes Magpale expressed sadness over the killing of Nicepura’s son.
She added she hoped the crime is not politically motivated.
“Wala koy idea about sa south but I hope not. Luoy ang bata intawon,” she said.
The vice governor said she will visit the wake this week. Gabriel C. Bonjoc, Correspondent Reporter Rhea Ruth V. Rosell and Correspondent Carmel Loise Matus
