LAOAG CITY, Ilocos Norte — A group of former Sangguniang Kabataan (SK) officials in Ilocos Sur province has been calling for justice for their colleague who was shot dead in the capital city of Vigan in broad daylight on his birthday on Monday, April 8.

In a social media post, the group sought help from the public for any information that would lead to the identities of the suspects who shot the victim identified by the police as Marion Tugade, 27.

The police said Tugade was driving his car and was traversing Quirino Boulevard in Vigan City when still-unidentified suspects on a motorcycle fired shots at him.

Marion, the son of former Caoayan Mayor Mario Tugade, was reported to have been shot in the face and was rushed to a nearby hospital but did not survive.

The suspects immediately fled the crime scene, the police said.

Investigators said the victim’s death came after the Commission on Human Rights condemned on Friday the spate of killings among incumbent and former barangay officials in the country.
