MANILA, Philippines – Justice Secretary Jesus Crispin Remulla on Monday said he had already signed an Immigration Lookout Bulletin Order (ILBO) against Kingdom of Jesus Christ (KJC) Leader Pastor Apollo Quiboloy.
“Napirmahan ko na ‘yun. Iyun ang mauuna sa lahat. [I already signed it. It will come first],” Remulla said in a press conference.
An ILBO may not prevent Quiboloy from leaving the country as it is for monitoring purposes only and is not a sufficient prohibition to bar someone from leaving the country.
Only the courts can issue a hold departure order.
Remulla said that once the cases are filed in court, they will ask that a hold departure order be issued against the self-declared son of God.
On Monday, Remulla said they reversed the findings of the Davao City prosecutor as they ordered the filing of cases for rape in relation to child abuse as well as qualified trafficking against Quiboloy and several others.
The rape in relation to child abuse will be filed in Davao City, but the Qualified Trafficking case will be filed in Pasig, Remulla said.
