MANILA, Philippines — The Land Transportation Office (LTO) reminded its offices to be strict against fixers.

According to its memorandum dated on Feb. 20, LTO Assistant Secretary Vigor Mendoza II said that the presence of fixers and red tape in the agency’s offices is detrimental to the public.

“The presence of fixers in any government office and existence of red tape in government process clearly prejudices the general public,” the memorandum said.

The memorandum added that as such, field office officials are responsible for barring fixers from their offices.

“[T]he following shall be the responsibility of the Chief of Office/Officer-in-Charge of Field Offices in their respective jurisdictions: Prohibit fixers from entering, roaming, waiting, and/or similar activities with any LTO officer and/or facilities; Ensure strict compliance to the procedure, requirements, and timelines as provided under the Citizen’s Charter,” it added.

Regional officers will also be required to enact campaigns against fixers and to submit reports on their respective progress against fixers.
