MANILA, Philippines — Aside from the dismissal of 10 police officials, seven officers were demoted in rank, while 17 others were suspended for various infractions for the alleged illegal arrest of Chinese nationals in Parañaque City in September last year, according to the National Capital Region Police Office (NCRPO).
In a document obtained by INQUIRER.net on Wednesday, NCRPO identified the seven police officers meted with one rank demotion.
They are Master Sergeant Primitivo E. Delayun Jr.; Staff Sgts. Jeneses Ruiz, Angel Joseph Martin, Christal Rhine Batuigas Rosita, Troy Valera Paragas, and Ronald Reyes Montibon; and Cpl. Christian Jade Lebuna.
Meanwhile, NCRPO said 17 personnel were suspended, with nine meted with a six-month suspension, one for 60 days, another for 59 days, and six others below 59 days. They are:
180-day suspension

On the other hand, two others are undergoing administrative disciplinary proceedings pending the issuance of a presidential clearance, but NCRPO opted to withhold their names.
On Tuesday, NCRPO disclosed that it already approved the dismissal of Lt. Col. Jolet Tutor Guevara; Maj. Jason Domingo Quijana; Maj. John Patrick Oxales Magsalos; Capt. Sherwin Clete Limbauan; and Master Sgts. Arsenio Kayoyog Valle, Mark Jinon Democrito, Danilo Lasona Desder Jr., Roy Galang Pioquinto, and Christian Cureg Corpuz; and Corporal Rexes Ursolum Claveria.

Their dismissal took effect last February 12 after they were found guilty of “grave misconduct, grave irregularity in the performance of duty, grave neglect of duty, conduct unbecoming of a police officer, less grave misconduct, and less grave neglect of duty.”
Before this, another police officer — Police Corporal Nick Palabay Cariaga — was likewise dismissed from service on January 31.

Some of the officers who were dismissed were also cited for contempt and ordered detained at the House of Representatives premises during the lower chamber’s committee on public order and safety’s hearing on the case last February 5.
Antipolo 2nd District Rep. Romeo Acop revealed in an earlier hearing on January 23 that four female Chinese nationals identified as Dang Lina, Hu Yi, Ling Lang Ping, and Li Huanhuan were “allegedly unlawfully accosted and arrested” and were brought in room 1811 of Solemare Parksuites condominium in Paranaque on September 16, 2023.
Acop said the victims were “detained for several hours without being informed of their alleged offense and Miranda rights and were deprived of contact with their legal representation.”
