LIST: Valid IDs, procedure for voter registration on Feb. 12, 2024
MANILA, Philippines — As the opening of voter registration approaches, the Commission on Elections (Comelec) issued reminders on Friday regarding the required documents and the procedure for registration.
Registration commences on February 12 and extends until September 30 this year, with registration sites operating Monday through Saturday, from 8 a.m. to 5 p.m., including holidays, but except from March 28 to 30.

According to the Comelec in an advisory, any Filipino citizen who is not yet a registered voter may apply for registration, provided they are:
- At least 18 years old on the day of the national and local elections.
- A resident of the Philippines for at least one year and in the place where he or she proposes to vote for at least six months preceding the elections.
- Not disqualified by law.
Meanwhile, upon registration, registrants would only need to bring valid identification documents, among the following:

- Postal ID card;
- PWD ID Card:
- student’s ID card or library card, signed by the school authority;
- Senior citizen’s ID card
- LTO driver’s license/student permit
- NBI clearance
- Philippine passport
- SSS/GSIS ID or other UMID card
- Integrated Bar of the Philippines or IBP card
- Professional Regulatory Commission (PRC) License
- Certificate of Confirmation issued by the National Commission on Indigenous Peoples (NCIP) for members of ICCs or IPs
- Barangay Identification/Certification with photo
- Any other government-issued valid IDs
Comelec, however, reminded that cedulas (community tax certificate), PNP clearance, and employee IDs will not be accepted.
Article continues after this advertisement“In the absence of any of the above-mentioned identification documents, the applicant may be identified under oath by any registered voter of the precinct where they intend to be registered or by any of their relatives within the 4th civil degree of consanguinity or affinity,” said Comelec.
“No registered voter or relative shall be allowed to identify more than three applicants,” it added.

Meanwhile, the procedure for registration is as follows:
- Present a valid identification document
- Interview by registration staff
- Fill out an application form
- Checking and verification of accomplished application form
- Biometrics capture
- Issuance of acknowledgment receipt
