House bill seeks to prevent workers from losing jobs to AI

AI vital to companies if used properly, say execs

 

 

MANILA, Philippines — A bill prohibiting employers from using artificial intelligence (AI) to replace human workers is being advanced by Rep. Arjo Atayde. 

In a statement on Friday, Atayde said that AI must be used to empower workers. 

“Artificial intelligence should be used to enhance the productivity of workers—not replace them,” Atayde said. 

Atayde authored House Bill No. 9488 or the “Protection of Labor Against AI Automation Act.” 

Atayde said that while AI could enhance productivity and efficiency, the measure seeks to address fears that the technology would cause the displacement of workers.  

“The use of Al and automation technologies to replace human workers resulting in displacement, loss of security of tenure, diminution of existing salaries, or benefits or unemployment is hereby prohibited unless an equivalent alternative employment opportunity for affected human workers are made available,” said Section 5 of the bill.

Section 7 of the bill, however, permits the use of AI “where AI and automation technologies are deemed necessary for safety, efficiency, or the overall benefit of society.”

Atayde said that his trip to the United States exposed the ethical issues of AI in the labor force.

The Writers Guild of America held a months-long strike to protest the use of AI to replace their work.
