MANILA, Philippines — The Commission on Elections (Comelec) will conduct on Jan. 4 next year the second and final public bidding for a P18.8-billion contract to lease a new automated voting system.

The Commission’s special bids and awards committee (SBAC) opened the submission of bids on Dec. 15, a day after declaring the first round of bidding a failure due to incomplete documents from the lone bidder.

The deadline to submit bids was set on Jan. 4 at 9 a.m. and the SBAC will open the bids on the same day at 10:30 a.m.

Comelec spokesperson and SBAC vice chair Rex Laudiangco said in case the second round of bidding fails, “the Comelec may resort to alternative methods of procurement” under Republic Act No. 9184, or the Government Procurement Reform Act.
