BI blocks the return of 2 blacklisted Americans involved in sex offenses

MANILA, Philippines —An American previously blacklisted in the Philippines tried to re-enter the country, but he was intercepted by immigration officers at Ninoy Aquino International Airport.
The American was identified as 63-year-old Keith Michael Lacek.
Bureau of Immigration (BI) had blacklisted him in June 2020 because he was reportedly involved in an online sex scam and sexual exploitation of children.
“Lacek allegedly enticed a Filipina to produce and send indecent photographs of children and (for her) to engage in sexual activity with a minor in exchange for money,” BI said in a press release.
It cited information from Office of Cybercrime of Department of Justice.
BI said Lacek arrived in the Philippines on December 5.
According to BI Commissioner Norman Tansingco, the name of the American prompted a hit in their computer files for persons with derogatory records.
It showed Lacek was already banned from entering the country in the past due to his alleged involvement in sex tourism.
Meanwhile, in the same press release, BI identified another American pedophile.
The person was 54-year-old Peter Maehler de Leon Guerrero.
Guerrero was also turned away after arriving in the country on December 2.
Tansingco said the foreigner is a sex offender in the United States.
A court in Texas convicted Guerrero in 1994 for raping a child.
He violated Section 22 of the laws of the state that penalizes sexual assault of a child aged 17 years old and below.
“We had to remove them out immediately after they arrived at the airport,” Tansingco said.
“They are undesirable aliens who pose a very serious threat to our children,” he told reporters.
“Consequently, they are perpetually banned from re-entering the Philippines,” he added.
