MANILA, Philippines — The low-pressure area (LPA) last located east of Surigao City has already dissipated, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Monday.
Still, unfavorable weather conditions will persist in certain areas of the country due to the shear line, northeast monsoon, and localized thunderstorms, Pagasa noted.
The state weather agency said Visayas, Northern Mindanao, Caraga, Bicol Region, and Mimaropa (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon, and Palawan) may expect overcast skies with scattered rain showers and thunderstorms throughout Monday because of the shear line, or the convergence of cool and warm winds.
“Those rains can still cause floods or sudden landslides,” Pagasa weather specialist Obet Badrina said in Filipino during an early morning public report.

The northeast monsoon, locally known as amihan, would affect Cagayan Valley, Apayao, and Quezon, where cloudy skies with light rains are anticipated to occur, as well as Metro Manila and the rest of the country, where partly cloudy to cloudy skies with isolated light rains may be expected.
The state weather bureau said such weather conditions would have no significant impact on the affected areas.
Pagasa also said that localized thunderstorms will cause partly overcast to overcast skies with isolated rain showers or thunderstorms in other parts of Mindanao.
Pagasa added that due to the northeast monsoon, it is retaining its gale warning over the seaboards of the following areas:
- Batanes
- Ilocos Norte
- Ilocos Sur
- Cagayan
- Isabela
- Aurora
- Kalayaan Islands
- Northern coast of Quezon, including the Polillo Islands
- Calaguas Islands
- Rapu-Rapu, Albay
- Eastern coast of Sorsogon
- Northern and eastern coasts of Catanduanes
- Northern and eastern coasts of Northern Samar
- Eastern coast of Eastern Samar
