Bersamin earlier said Oct. 31, Tuesday, has not been declared as a holiday despite being sandwiched between two special nonworking days.
President Marcos had declared Monday, Oct. 30, as special nonworking day for the Barangay and Sangguniang Kabataan Elections (BSKE) while Nov. 1 is observed as a special nonworking day nationwide for All Saints’ Day.
