Customs implements automated system to process exports

BY June this year, the Bureau of Customs will fully implement the e2m-Automated Export Declaration System (e2m-AEDS)for all export declarations processed at the Export Division and Philexport One-Stop Export Documentation Center.

According to Philexport Cebu executive director Fred Escalona, Customs-Management Information System Technical Group deputy commissioner Ma. Caridad Manarang ordered the mandatory implementation of the system starting last April 16 during a meeting with other Customs officials and Value Added Service Providers (VASPs).

“The Commissioner further directed that on June 1, 2012, BOC will no longer accept dual processing of export entries. This means all authorized forwarders and brokers and or exporter’s representatives should file the export entries of their client-exporters electronically through an accredited VASP, such as e-Konek,” said Escalona.

This June, all export declarations processed at the export division and at the Philexport One-Stop Export Documentation Center (OSEDC) are for loading at the all Customs ports nationwide.

“All export declarations filed at the Philippine Economic Zone Authority (PEZA) Economic Zones and IT Parks, Freeport Area of Bataan, Clark Special Economic and Freeport Zones and Subic Special Economic and Freeport Zones will continue using their systems like PEZA Expanded AEDS,” said Escalona.

He encouraged all Philexport members to be already Client Profile Registration System (CPRS)-registered as well as their authorized forwarders and brokers and or exporters’ representatives to avoid any problem when processing their products for registration.

“All exporters must be registered with Customs’s Client Profile Registration System, a service which Philexport also extends to its members and non-members. Exporters without CPRS may no longer export because manual processing will no longer be available,” he said.

Escalona said Philexport together with e-Konek Pilipinas would hold a one-day seminar on Friday next week at the Casino Espanol to familiarize the exporters’ processors and owners on the functionalities of the new system.

“This is to make sure that they all understand the new process with is one of the current government’s thrust towards a streamlined process under the New Single Window program,” he said./Reporter Aileen Garcia-Yap
