MANILA, Philippines — The state weather service on Friday warned of flooding in the northern areas of Luzon where Tropical Storm Goring (international name: Saola) is expected to trigger heavy rainfall.
In an advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said downpours may cause rivers and tributaries downstream to swell and overflow.

Specifically, Pagasa said a considerable volume of rainfall may cause flooding in the following areas:
Region I – Ilocos Region
- Ilocos Sur – Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan
- La Union – Amburayan, Baroro, Lower Bauang, and Aringay
- Ilocos Norte – Bulu, Banban, Bacarra-Vintar, Laoag, and Quiaoit
- Pangasinan – Balincaguing and Alaminos
Region II – Cagayan Valley
- Cagayan – Linao, Lower Abulug, Lower Pamplona, Cabicungan, Aunugay, Baua, Palawig, and Taboan
- Isabela – Dikatayan, Divilacan, and Palanan-Pinacanauan
Region III – Central Luzon
- Bataan – Balanga and Morong
- Aurora – Casiguran, Aguang, and Lower Umiray
- Zambales – Pamatawan, Sto. Tomas, Bucao, Bancal, and Lawis.
Hence, Pagasa urged disaster risk response agencies and people people in mountain slopes and in the low-lying areas affected by Goring to take necessary precautionary measures.
