Comelec transfers Embo barangays from Makati to Taguig for 2023 BSKE

MANILA, Philippines — Commission on Elections (Comelec) on Monday declared that 10 barangays formerly under Makati City will now be part of Taguig City for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE).

The poll body made the announcement, citing a Supreme Court resolution that granted Taguig the territorial dispute between the two cities in favor.

In a memorandum, Comelec approved the recommendation of its Law Department involving the transition of the communities collectively known as ‘Embo’ communities.

These are barangays Pembo, Comembo, Cembo, South Cembo, West Rembo, East Rembo, Pitogo, Rizal, Northside and Southside.

“The barangays situated in Parcel 3 and 4, PSU-2031, can now be considered as part of Taguig City for purposes of the 2023 Barangay and Sangguniang Kabataan Elections,” the memorandum read.

Comelec also ordered its Election Records and Statistics Department (ERSD) to reallocate BSKE forms and supplies based on the transition.

It also directed ERSD to provide the Information and Technology Department with an updated coding system for barangays in Makati’s second district and Taguig.

Comelec also instructed the Office of the Election Officer (OEO) of both Makati (second district) and Taguig to prepare a new list of qualified electoral boards, print new voters’ lists and ensure that voting centers will be available.

Taguig OEO was also ordered to coordinate with government agencies concerned with the security of preparations and a smooth transfer of records of voters and electoral precincts.

It was also told to notify affected voters of the changes in their records.

Supreme Court previously declared Taguig has the rightful jurisdiction over Fort Bonifacio Military Reservation — where Bonifacio Global City and the Embo barangays are located — and not Makati.
