MANILA, Philippines — President Ferdinand “Bongbong” Marcos Jr. declared the “Pambansang Pabahay Para sa Pilipino Program” or “4PH” as his flagship program.
He issued Executive Order (EO) 34 to support the effort across all national government agencies and local government units.
The President signed the order on Monday, and released it on Wednesday.
The EO stated, “the 4PH Program is hereby declared as a flagship program of the government.”
Based on the directive, the Department of Human Settlement and Urban Development (DHSUD) is the primary government agency tasked with carrying out the plan.
“All NGAs (national government agencies), LGUs (local government units), and other government entities are hereby directed to provide full support to and cooperation with the DHSUD to ensure the successful implementation of the program,” the order stated.
The department is also tasked to recommend national and local government lands suitable for housing projects.
Likewise, the EO directs national government agencies and local government units to identify and create an inventory for these types of lands.
“The inventory of lands shall include government-owned idle lands or lands that have not been used for the purposes for which they have been originally reserved or set aside for at least 10 years, and on which no improvements have been made by the owner as certified by the concerned LGU,” read the document.
Issues on ownership of identified lands are assigned to DHSUD.
Funding requirements will depend on available appropriations in the national budget.
