MANILA, Philippines — President Ferdinand Marcos Jr. on Thursday led two groundbreaking ceremonies for the construction of more than 20,000 housing units in Camarines Sur province.
The housing projects are part of the government’s Pambansang Pabahay Para sa Pilipino (4PH) Program.
“Isa po ito sa mga proyekto ng aking administrasyon na nakaangkla sa ating layunin na mabigyan ng komportable, maayos, at disenteng buhay ang lahat ng ating kababayan,” Marcos said in his speech during the groundbreaking ceremony at Panganiban Drive in Naga City.
(This is one of the projects of my administration which is anchored in our goal to give comfortable and decent living for all Filipinos.)
“Ang pagkakaroon ng sariling bahay ay pangarap ng lahat ng Pilipino na nais magkaroon ng isang lugar kung saan sila makakapagsimula ng bagong kabanata ng kanilang buhay,” he added.
(It is every Filipino’s dream to have their own home where they can start a new chapter in their lives.)
This is the first housing project under the 4PH program that was entered into by the Department of Human Settlements and Urban Development (DHSUD) with a provincial government, the Palace said.
The 4PH Program in Camarines Sur aims to build five residential towers with 11,880 housing units on a 6-hectare land on Panganiban Drive, Naga City. Four commercial buildings surrounding the residential towers will also be built.
Marcos said the administration’s goal is to build 1 million houses each year until the end of his term in 2028 to provide Filipinos decent housing and address the 6 million housing backlog in the country.
He also said that the government plans to let future residents of the housing projects have access to basic and vital amenities such as schools, market, medical facilities as well as livelihood infrastructure.
Marcos then called on concerned government agencies, construction companies, private financial institutions and other partners to adhere to rules and regulations in carrying out the projects.
Housing officials reported that as of March 13, the DHSUD has signed 83 memoranda of understanding (MOU) and four memoranda of agreement (MOA) with local government units (LGUs) nationwide for the construction of housing projects.

To date, the Pag-IBIG Fund has allocated P250 billion for the 4PH Program, according to Malacañang.
