MANILA, Philippines — The Department of Transportation(DOTr) issued new rules and regulations for Private Motor Vehicle Inspection Centers (PMVICs) and Private Emission Testing Centers (PETCs) to guarantee units’ roadworthiness and compliance with government standards.
In a statement on Friday, the DOTr said that the new rules and regulations are contained in Department Order No. 2023-008.
The newly issued rules provides:
- streamlined procedure for processing and acting on applications of PMVICs, PETCs, PETC information technology service providers, motor vehicle inspection technicians (MVIT), and motor vehicle emission control technicians (MVECTs)
- extended validity of authorization for MVECTs and MVITs, coinciding with the validity of their professional certifications
- stricter penalties for violations to ensure quality inspection services
Transportation Secretary Jaime Bautista vouched for the accuracy of PMVIC and PETC facilities.
“With the PMVIC program, we would like to make sure that motorists, pedestrians and establishments are safe. For accuracy, the checking of the motor vehicles is automated, limiting human interaction and rigorous inspection,” Bautista said.
The department reminded the public that PMVICs and PETCs are different vehicle monitoring centers. DOTr advised the public to raise its concerns and queries to the correct Authorization Committee channels:
