MANILA, Philippines — The Commission on Human Rights (CHR) on Tuesday said it was investigating the case of a missing unknown victim whose severed hands were found in a trash bag found in Bacolod City.

In a statement, CHR Chair Richard Palpal-latoc said the agency’s regional office was already conducting a motu proprio investigation of the case.

On Jan. 26, the police discovered the severed hands, which appeared to be cooked, inside an ice cream container with a note that listed the names of several residents in Barangay 2, Bacolod City.

Some of the names were former offenders of drug crimes or released on parole and probation, while others are scheduled to undergo drug rehabilitation.

The note also included a threat: “If everybody won’t stop, this is just a random pick.”
