House approves Eddie Garcia bill

The House of Representatives has approved a bill seeking to increase the yearly service incentive leave of employees in the private sector from five to 10 days.

MANILA, Philippines — The House of Representatives has passed on final reading a measure, which seeks to protect workers and independent contractors in the film, television, and radio industry.

On Monday, representatives voted 240 with no abstentions to approve on third reading House Bill No. 1270, or the proposed Eddie Garcia Act, in honor of the multiawarded veteran actor who died in June 2019 following an accident while filming a drama series.

HB 1270 is a consolidation of six similar measures, including one authored by Garcia’s stepson, 1-Pacman Rep. Mikee Romero.

Under the bill, an industry worker or independent contractor will sign an employment contract, which states the job position and description, period of employment, and details of compensation, among others.

Normal work will be a period of eight hours, which can be extended to a maximum of 12 hours, including waiting time on the set or workplace.

Work for minors will be governed by Republic Act No. 9231, or the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act.
