TAGBILARAN CITY — Many residents here still could not register their own Subscriber Identity Module (SIM) cards on Tuesday, the start of the SIM card registration.

Charles Jade Pesquira, 23, a resident of Barangay Booy, said he had to refresh the website provided by Smart Communications several times.

“It’s not working,” he said.

He tried after an hour, but the website still didn’t load.

Another resident Jun Tagupa, 38, tried to register with Globe, but “it was an error.”
