CEBU CITY — The National Bureau of Investigation in Central Visayas (NBI-7) has filed criminal charges against a woman for allegedly sending lewd photos of her 4-year-old daughter to a foreigner based in Norway.
The NBI-7, in a statement on Monday, Dec. 5, said Lia (not her real name) sent photos and videos of her daughter for a fee, the amount of which was not disclosed by the NBI-7.
“It was evident that the subject woman offered her child for the purpose of sexual exploitation,” the NBI-7 said.
“The subject utilized social media platform to offer the minor victims to paying foreign customers for the purpose of production and selling CSAMs (child sexual abuse materials) in exchange for money,” it added.
Lia is facing charges at the Cebu City Prosecutors Office for violating Republic Act (RA) 9208 or Trafficking in Persons Act of 2003; RA 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act; RA 10175 or the Cybercrime Prevention Act 2002; and RA 9775 or the Anti-Child Pornography Act of 2009.
The NBI-7 said the agents discovered the illegal activities of Lia after her client, Raymond Harper, was arrested in Norway on June 28 for possession of what the NBI described as CSAM.
Norway’s National Crime Investigation Service communicated with the NBI regarding a Filipino who transacted with Harper over CSAMs sent through online messaging service WhatsApp.
The NBI-7 said they later traced the account to a woman from a highly congested community in Barangay Suba.
On Dec. 2, the NBI-7 agents and the Social Welfare Department, conducted a raid in Suba and rescued the 4-year-old victim, who is currently under the care of social workers.
