Only new voters and registered voters who want to transfer their registration to another area may avail of the register anywhere services of the Commission on Elections (Comelec) during the pilot test period starting Dec. 17. The Comelec will run the register anywhere project (RAP) in the Senate, House of Representatives, Government Service Insurance System and five shopping malls in Metro Manila during weekends from Dec. 17 to Jan. 22. The special registration will run alongside the regular voter registration in all Comelec field offices nationwide from Dec. 12 to Jan. 31 next year as part of the preparations for the Oct. 30, 2023 barangay and Sangguniang Kabataan (SK) elections. “The commission shall initially implement the RAP by conducting pilot testing, where only applications for new registration and transfer from another city/district/municipality shall be accepted,” the Comelec said in its Resolution No. 10869 dated Nov. 29. Comelec spokesperson Rex Laudiangco said any qualified applicant may sign up at any register anywhere site regardless of where he intends to cast his vote. Documents and biometrics data taken at the RAP sites will be transmitted to the concerned election office in the city or municipality where the applicant wants to vote. During the pilot test, the register anywhere booths will be open every Saturday and Sunday from Dec. 17 to Jan. 22 next year, except on Christmas eve, Christmas day, New Year’s eve and the New Year. The booths will be located in SM Fairview in Quezon City, SM Mall of Asia in Pasay City, SM South Mall in Las Piñas City, Robinsons Place in Manila, and Robinsons Galleria in Quezon City.
