An irresponsible PNP official
Chief Inspector Arvin Avelino of the National Capital Region Police Office (NCRPO) intelligence operations unit, it seems, cannot be relied upon to arrest fellow cops who run afoul of the law.
My public service program, “Isumbong Mo Kay Tulfo,” asked Avelino for help in setting a trap for four Las Piñas City policemen who were allegedly extorting money from Michael Caliwag, a call center employee.
Avelino and his men went through the motions of entrapping the four cops, who were allegedly demanding P10,000 in exchange for the return of Caliwag’s expensive cellular phone.
Avelino later told Caliwag they would just return the latter’s cell phone, but the erring cops should be left alone.
What Avelino didn’t know was that my staff had installed a mini voice recorder on Caliwag and their conversation was recorded.
I am personally filing an administrative case against Avelino with the National Police Commission.

There are thousands of Avelinos in the Philippine National Police (PNP), and they continue to impose themselves on the citizenry because nobody dares to report them.
Well, I have, and I’m making Avelino accountable for his irresponsible behavior.
What if it was not a cell phone that the Las Piñas cops were holding for ransom but a human being?
Avelino would have burned the entrapment operation to save his fellow cops from landing in jail, while promising the victim’s relatives that he would be released unharmed as long as they would not press charges against his kidnappers.

He reportedly receives a total of P30 million a month from these people.
Malacañang reportedly uncovered the unholy alliance between the official’s husband and the people operating under the shadows.
The question is, does the wife, who has a clean image and is very close to President Noy, know about the activities of her husband?
The answer: Most probably.

The country was witness to the good-cop, bad-cop kind of partnership between former President Gloria and First Gentleman Mike Arroyo.
Gloria projected an image of being clean and honest, and let her husband take all the brickbats about being corrupt.
But the public eventually caught up with the play-acting of the Arroyos.
As a saying goes, you can fool many people some of the time, but you cannot fool all of the people all of the time.
