BEIJING — Chinese President Xi Jinping, discussing Ukraine with U.S. President Joe Biden during their meeting on Monday in Indonesia, said nuclear weapons cannot be used and nuclear wars cannot be fought, according to a statement by the Chinese foreign minister.
