BuCor evaluates candidates for executive clemency in time for President’s birthday

Around 300 persons deprived of liberty (PDLs) from the Bureau of Corrections (BuCor) are up for evaluation if they are entitled to receive executive clemency.

MANILA, Philippines—Around 300 inmates, or persons deprived of liberty (PDLs), from the Bureau of Corrections (BuCor) are up for evaluation if they are entitled to receive executive clemency.

“There are about 300 of them who are up for executive clemency, and this will come from the BPP [Board of Pardons and Parole],” DOJ Spokesperson Jose Dominic F. Clavano IV told journalists.

On Monday, Justice Secretary Jesus Crispin “Boying” Remulla already asked the Board of Pardons and Parole (BPP) and the Parole and Probation Administration to prepare a list of qualified PDLs for the recommendation.

Clavano said: “we will submit the list hopefully by Thursday afternoon or Friday morning to the OP (Office of the President) and OES (Office of the Executive Secretary).”

Hopefully, Clavano said, President Ferdinand “Bongbong” Marcos Jr. will sign the grant of executive clemency on his birthday on Sept. 13.

An Executive Clemency refers to the commutation of a sentence, conditional or absolute pardon that may be granted by the President based on the recommendation by the BPP.

“It’s purely up to the OP (Office of the President) and the OES (Office of the Executive Secretary) to choose kung sino doon sa mga qualified ang mabibigyan ng executive clemency (who should be qualified to be given executive clemency),” Clavano pointed out.
