Several areas in Cagayan were earlier placed under Tropical Cyclone Wind Signal No. 3 due to Florita.

Due to the storm, several areas in the province experienced power interruptions, but electricity was restored hours later, said Rapsing.
Rapsing added that nine bridges and roads are unpassable.
“These are secondary barangay roads lang. Yung national highways natin dito ay nadadaanan (These are secondary village roads. Our national highways here are passable),” Rapsing said.
