4 franchise bills, 7 others lapse into law as Duterte leaves office soon

MANILA, Philippines — With the term of President Rodrigo Duterte ending soon, four franchise bills and seven others have lapsed into law after they were not acted upon on time.

Malacañang on Wednesday released 11 bills that have been left without Duterte’s signature, including those that extend franchises for another 25 years, convert schools into independent schools, and rename national and provincial roads nationwide.

A bill will automatically become law (or lapse into law) if it was neither signed nor vetoed by the President 30 days after being forwarded to his office.
