LTO in Central Visayas opens more offices for faster service

CEBU CITY––The Land Transportation Office in Central Visayas (LTO-7) has announced the opening of more offices in the region to allow faster processing of its services such as licensing, vehicle registration, and other services without having to go to the big cities.

President Duterte earlier signed into law Republic Act 11743 and RA 11741, establishing the new LTO district offices in the towns of Alcoy in southern Cebu and Liloan for the northern Cebu area.

The existing district offices are found only in the cities of Cebu and Mandaue.

“Cebu Island will (also) be getting two new district offices, and when we say district offices, these are full-service offices. I think this is fantastic news,” said LTO-7 regional director Victor Caindec in a press conference on Saturday, May 21.

For Bohol, Caindec said that LTO-7 would also open at the Island City Mall its Tagbilaran City Drivers’ License Renewal Offices (DLROs) in the coming weeks.

The LTO-7 will also open a similar Licensing Renewal Functions and Issuance of Student Permits at the Robinsons’ mall in Dumaguete City, Negros Oriental.

LTO-7 has 28 offices in the region, excluding the opening of the DLROs in Tagbilaran and Dumaguete City and the two new district offices in Cebu, compared to only 16 offices when Caindec took over in 2018.

Complaints continue to haunt the LTO-7 office, especially for the delays in the release of vehicle registration and plates.

But Caindec said their office has zero backlog and delays in the registration of vehicles.

The delays, he said, were caused by the motor or car dealers who sold the units without complying with the registration process.

“Know your rights. For motorcycles, within three days, that has to be registered. If your dealer is decent and reputable, they will explain to you why they can or cannot comply with the three days registration timeline,” Caindec said.

“It (registration within three days) is their job because they are the ones who sold the vehicle to their client,” Caindec added.

As for the plates, Caindec said they have thousands of unclaimed plates left in their stockroom. He wondered why these were not claimed either by the dealers or the owners themselves.

Caindec said they could not deliver these plates “door-to-door” because they do not have funds.
