LIGAO CITY—Noel Rosal, the incumbent mayor of Legazpi City, has won the gubernatorial seat of Albay province, according to the partial and unofficial result of the local elections issued Monday night by the Commission on Elections (Comelec).
As of Tuesday morning, Rosal garnered 455,0867 votes, while Gov. Al Francis Bichara had 228,745.
In a video live-streamed on Facebook, Rosal thanked his supporters for believing in him.
“Thank you, Albayanos. Expect good governance and services. (I) will prioritize programs for fisherfolk, farmer and agricultural sectors, senior citizens, and scholarships for students,” he said.
