QCPD files criminal raps vs drunk cop who shot student
MANILA, Philippines — The Quezon City Police District (QCPD) has filed criminal charges against the drunk police officer who allegedly shot and wounded a college student.
Cases of frustrated murder and violation of Republic Act 10591 or the Illegal Possession of Firearm and Ammunition in relation to Omnibus Election Code were filed against Police Corporal Reymark Rigor, the QCPD said Friday.
Citing initial reports, the QCPD said victim student Ad Castor was onboard a transport network vehicle service (TNVS) when the suspect disembarked from his motorcycle and pointed a gun at them.
Rigor then returned to his motorcycle before Castor alighted his vehicle to warn passengers of other vehicles regarding the suspect’s demeanor.
It was during this time that Rigor shot Castor, who was immediately brought to a nearby hospital.

Article continues after this advertisementAn investigation then revealed that the suspect, Rigor, was intoxicated after allegedly attending a birthday celebration of a police superior.
The QCPD said Rigor was relieved from his post and transferred to Admin Holding Unit of the District Personnel and Records Management Division. He was also administratively charged for grave misconduct.
The police force further said that Rigor posted bail amounting to P200,000 however, he was confined inside Camp Karingal while undergoing his administrative hearing.
“This shows that we are holding our police personnel accountable to their behavior. We give them the right avenue to answer the allegation while making sure that the wheel of justice for the victim is turning,” PNP Chief General Dionardo Carlos said.
“In the recent days, there have been reports of crimes involving police personnel. We want to assure the public that your PNP does not condone any act of violence. An act of few men, does not reflect and disrupt the entire organization’s mission to protect and serve the public,” he added.
Meanwhile, the QCPD said police officers who were assigned to conduct investigation on the case are also confined inside camp and are undergoing pre-charge investigation for neglect of duty for their failure to conduct a thorough and proper investigation on the said incident.
