MANILA, Philippines — All Filipinos returning to the Philippines must register with the government’s One Health Pass (OHP) prior to their arrival to the country, Malacañang said Friday.
This is per latest guidelines of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases on the entry of Filipinos and foreign nationals alike in the country, acting presidential spokesman Karlo Nograles said.
The One Health Pass is an online platform that aims to promote the convenient and seamless movement of international travelers from departure from the country of origin to arrival at the local government unit of their destination.
Under the government’s latest guidelines, starting Feb. 10, fully vaccinated Filipinos must present a negative RT-PCR test result taken within 48 hours of their departure.
They will no longer be required to undergo facility-based quarantine but must self-monitor for symptoms for seven days since their arrival.
Partially vaccinated and unvaccinated Filipinos must also present a negative RT-PCR test but they have to undergo facility-based quarantine until the release of their negative test result taken on the 5th day of their arrival.
After which, they must undergo home-based quarantine until the 14th day since their arrival to the country.
Minors below 12 years old and those who are not yet vaccinated shall follow the quarantine protocols of their parents or accompanying guardians, Nograles said.
Those aged 12 to 17 years shall follow the classification and procedures based on their vaccination.
Filipinos who have recovered from COVID-19 but test positive for the 48-hour pre-departure test may also enter the country but they must present the following documents before departing and upon arrival:
- Positive RT-PCR test taken not earlier than 10 days but not later than 30 days prior to their departure
- Positive RT-PCR test taken within 48 hours before departure
- Medical certificate issued by a licensed physician stating that he or she:
(i) was an asymptomatic, mild, moderate, severe, or critical case of COVID-19
(ii) has completed the mandatory isolation period
(iii) is no longer infectious
(iv) has been allowed free movement and travel
Upon arrival of the COVID-19 positive Filipino, they must be subjected to the following protocols:
- If fully vaccinated, they are no longer required to undergo facility-based quarantine but must self-monitor for symptoms for 7 days since their arrival. They must report to the LGU of their destination if they manifest any symptom
- If unvaccinated, partially vaccinated, or vaccination status cannot be independently determined, they should undergo facility-based quarantine until the release of a negative RT-PCR test result taken on the 5th day. They then will have to undergo home-based quarantine until their 14th day since arrival.
