MANILA, Philippines — The House committee on good government and public accountability is recommending the filing of charges against several officials of Pharmally Pharmaceutical Corp. in relation to the government procurement of COVID-19 pandemic supplies.
Diwa Partylist Rep. Michael Aglipay, who chairs the House panel, disclosed this Monday following the series of hearings conducted regarding the alleged overpriced medical and health equipment procured by the Department of Health (DOH) for the COVID-19 response.
The committee approved its report on Monday morning, according to Aglipay.

Aglipay said the committee recommends the filing of charges for syndicated estafa against the following officials of Pharmally:
- Huang Tzu Yen
- Linconn Ong
- Mohit Dargani
- Twinkle Dargani
- Justine Garado
- Krizle Grace Mago
“In view of the foregoing, the Committee has respectfully submitted its recommendations [including]… the filing of appropriate charges for syndicated estafa against the directors and officers of Pharmally Pharmaceutical Corporation namely: Mr. Huang Tzu Yen, Mr. Mohit Dargani, Ms. Twinkle Dargani, Mr. Lincoln Ong, Ms. Justine Garado and Ms. Krizle Grace Mago, before the Department of Justice,” Aglipay said in a press briefing.
The House panel likewise recommended the abolition of the Department of Budget Management-Procurement Service (PS-DBM) in order to streamline government functions and services.
“PS-DBM has outlived its purpose considering that all agencies now have their own procurement department,” Aglipay said.
