‘No problem with Capitol exec holding two posts’

AS far as the Capitol is concerned, there is nothing wrong with Engineer Adolfo Quiroga holding two department head positions.

Quiroga, Provincial Planning Officer, has been appointed by Cebu Gov. Gwendolyn Garcia last week as the acting provincial engineer.

This was just a temporary designation, said Provincial Legal Officer Marino Martinquilla yesterday.

Martinquilla confirmed Quiroga’s appointment to the post vacated by engineer Eulogio Pelayre.

Martinquilla said that Pelayre took over as acting provincial engineer in 2004 after former provincial engineer Peter Madera resigned.

Last month, Pelayre was promoted to assistant engineer.

Quiroga, however, will be turning 65 next year and will be expected to retire as government employees have a compulsory retirement age of 65.

Quiroga told CDN that he had been designated in the same position during the time of former governor Lito Osmeña.

He had already served eight governors and had been with the Capitol for 41 years.

“Bisag lisod pa trabahoon gyud na kay gi-assign naman kong governor,” he said.

Garcia earlier said that she assigned Quiroga as concurrent provincial engineer after the officer-in-charge (Pelayre) declined to assume the post.

“Quiroga is working closely with acting Provincial Engr. Eulogio Pelayre,” she told reporters yesterday.

She said she intended to appoint Pelayre as full-time chief since the start of her first term but he refused.

“He felt that he needs to improve more. He said he couldn’t cope up with me,” Garcia said. /Correspondent Carmel Loise Matus
